It is important to manage expectations. Because there is no official San Andreas port for PSP, most "PSP ISOs" you find are actually one of two things: 1. Total Conversion Mods
The original San Andreas on PlayStation 2 required 4.7 GB (a full DVD-ROM). The PSP’s UMD (Universal Media Disc) caps out at 1.8 GB. Furthermore, the PSP had only 32 MB of RAM compared to the PS2’s 32 MB (but with a much slower processor). Rockstar determined that porting the full San Andreas map—three entire cities (Los Santos, San Fierro, Las Venturas) plus rural countryside—was technically impossible without massive cuts.
Because San Andreas is not a native PSP title, these versions are typically "ISO mods" that use the engine of GTA: Liberty City Stories or Vice City Stories to recreate the San Andreas map and features.
