The story of Hizbul Bahr is not one of gradual compilation but of divine inspiration. Imam Ash-Shadhili (RA) reported that he received this litany directly from the Prophet Muhammad (PBUH) in a spiritual vision (Kashf). The Prophet instructed him to recite it for protection, especially during sea voyages—hence the name "Litany of the Sea."
The rule in Islamic jurisprudence: If a dua contains no shirk (polytheism) and no haram (forbidden) request, it can be used. Hizbul Bahr passes this test perfectly. dua e hizbul bahr -for all kind of problems-
