Use the YouTube Kids app . While it doesn't allow downloads without Premium, it allows you to "pin" videos for offline use (Premium feature). Alternatively, buy a JioCinema subscription or use Amazon Prime and cast the downloaded content from your phone to your TV using Chromecast.
