Because SNMP uses UDP (User Datagram Protocol), it is a "fire and forget" protocol. Unlike TCP, there is no guaranteed delivery. If your network is experiencing high latency or congestion, the SNMP packets may be dropped, causing PRTG to time out and trigger Error 2003.
