Most versions of LumaEmu come with a tool called LumaEmu_Generator.exe . If you have the full emulator package, you do not need to download the .ini file manually.

Incorrect graphics backend or resolution scale. Fix: Open lumaemu.ini and change Backend = Vulkan to Backend = OpenGL (or vice versa). Also, set ResolutionScale = 1 temporarily.
