Microsoft maintains a rolling release cycle; the latest stable version (10.2.x) supersedes 10.2. For security and feature reasons, Microsoft only hosts the current version on its official download portals.
Some remote desktop managers (e.g., Royal TS, Devolutions Remote Desktop Manager) were optimized for RDP ActiveX control version 10.2. Attempting to use a newer client can break session recording or credential injection features.
