Adobe officially ended support for CS3 back in 2013. The software was designed for Windows XP and Windows Vista. However, thousands of users have successfully installed and run CS3 on Windows 10 (both 32-bit and 64-bit versions). The 64-bit version of Windows 10 can run 32-bit applications through an emulation layer called WoW64 (Windows 32-bit on Windows 64-bit). Since Photoshop CS3 is a 32-bit application, it runs reasonably well.
