Old versions of AddonPeds limited you to 63 peds. Modern versions (v3.0+) removed this limit, but addonpedsvars.xml must remain small in file size. Keep entries concise. Do not comment out old peds; delete them from the XML directly.

If you are using or RageMP , note that addonpedsvars.xml does not work in multiplayer frameworks. Those require server-side streaming.
