Power Level cap was raised from . But more importantly, the scaling algorithm changed. Previously, gear dropped randomly within +/- 10 of your current level. In 2.8.0, gear now dropped within +/- 2 of your current level, but with a hard minimum of 5 levels above your lowest-slot item. This “anti-RNG-starvation” measure meant grinding was still required, but you would never be stuck with a Power Level 310 slot while everything else was 360.
