Often, the high school girl is hypersexualized in these stories—initiating "close contact," wearing revealing home clothes, or "accidentally" walking in on the male lead. This flips the script, making the minor seem like the aggressor, thus absolving the male lead (and the reader) of responsibility. This is a classic and problematic narrative device.
