Once you've downloaded the firmware file, follow these steps to update your ZTE F609:

Do not mix hardware revisions. V5.3 firmware for hardware version F609 v1.0 will not work on F609 v2.0 or v3.0. Check your hardware version on the sticker at the back of the router.
