For KitKat 4.4.2, you need version (the last series to support Android 4.4). Any version above 15.0.0 requires Android 5.0+.
You downloaded the wrong architecture or API level. Re-check if the APK is for API 19 and your CPU type. Download HOT- Google Play Services Apk Android 4.4.2
