The original San Andreas was simply too large to fit on a standard PSP UMD disc. Consequently, there is no official file that the PPSSPP emulator can "natively" run.
Just download the Netflix version of GTA SA Definitive Edition on modern iOS/Android—it runs natively without emulation and looks fantastic. gta sa definitive edition ppsspp
However, the appeal of remains strong because PPSSPP offers Save States (instant save anywhere) and Fast Forward (to skip long car rides). These are features the official Netflix Definitive Edition lacks. The original San Andreas was simply too large
