Yes and no. Capcom never released a retail UMD of Resident Evil 4 for PSP. However, in 2011, a port of the PlayStation 2 version of Resident Evil 4 was made available on the PlayStation Store as a digital download for PSP and PS Vita. This version runs natively on the PPSSPP emulator if you have the legitimate ISO or CSO file.
