The term "Panchayat" is derived from two Sanskrit words: Panch (five) and Ayat (assembly). Historically, it referred to a council of five respected elders chosen by the community to settle disputes and manage village affairs. These were not necessarily elected bodies in the modern sense, but they held immense moral authority.

During the Mughal era, while the central authority was strong, the Panch continued to operate in the shadows, handling minor civil disputes and revenue collection through the Zail system. Panchayat

British colonial administration systematically undermined the Panchayat system. The introduction of the Ryotwari and Zamindari systems centralized revenue collection, while the establishment of civil courts and police forces stripped village councils of their judicial and executive authority.
