If you are tracing a schematic, you will see indicating internal connections. Do not confuse these with external traces.
Outputs 1-6 (pins 9-14) often drive LEDs via a current-limiting resistor (e.g., 330Ω). In the schematic, you will see a cluster of resistors connected to these pins and then to the LED anodes. If you measure 0V on an output pin when it should be high (+5V), the internal driver transistor may be shorted.
